JOB SUMMARY
S/he
will work closely with the Specialists and various WAY supported platforms, including but
not limited to Primary and Secondary school clubs, VSLA & YSLA groups,
farmer groups, village health workers, refugee volunteers and youth groups to
integrate Gender, GBV and SRHR into their interventions and promote behavioural
change using tested participatory approaches, including Gender modules,
Mentorship modules, Women leadership modules, SASA methodology, School club
training materials, the theatre for development approach and other recreational
tools. S/he will facilitate and conduct information, education, and
communication (IEC) sessions and develop context appropriate learning materials
to respond to issues affecting women, adolescents, youth, and communities. They
will also be responsible for capacity building, training and guiding Women,
girls, youth volunteers and selected community leaders across the platforms to
integrate Gender, GBV and SRHR into their interventions.
The Project Officer-WAY is responsible
for writing and documenting reports of activities planned, implemented, and
ensuring that data is captured in CARE databases and capturing case stories of
lessons learnt from the allocated District. S/he will work closely with the
project Specialists and Initiative Manager to ensure quality and timely
execution and delivery of project deliverables.
SPECIFIC RESPONSIBILITIES
Responsibility
#1: Implementing
Sexual Reproductive Health Rights and Gender Based Violence approaches of the
WAY Program at district, sub county, village, and household levels (70%)
1. Work
closely with the various Specialists, Coordinators, Initiative Manager, Volunteers,
Youth Groups, Farmer Groups to roll out CARE models, training & develop IEC
materials.
2. Lead
and organise the planning of the community identification processes in the
respective district to join/form the various group MAGs, the women mentorship
groups, the role model men groups to ensuring inclusiveness of vulnerable and
marginalized categories of individuals.
3. Ensure
key stakeholders in the respective district such as religious leaders, cultural
leaders, contribute and effectively engage in CARE’s WAY Program.
4. Prepare
and participate actively in all GBV and SRH related sector and cluster meetings
at community level and present CARE’s position and progress at those levels.
5. Prepare
and share timely activity, weekly and monthly progress reports with the
Supervisor, MEAL Coordinator, Initiative Manager & other Coordinators of
the group activities at community level.
6. Lead
the continuous operational rapid and mini assessments so that all activities
are appropriate and based on a clear understanding of the working environment
in the respective district.
7. Ensure
that project resources (including financial resources) are used effectively and
transparently to further the goals of the project.
8. Bring
issues that affect the security and safety of CARE property, staff, or
beneficiaries to the attention of the Initiative Manager and immediate
supervisor.
Responsibility
#2: Capacity-building of women, youth and girls’ groups, project partners and
GBV promoters (10%)
1.
Develop and adapt IEC materials
for GBV campaigns and community awareness.
2.
Work with the Initiative Manager
to identify partner organizations who can undertake the direct implementation
of the project.
3.
Assess opportunities for capacity
building and provide training basic support/ counselling skills to GBV
community promoters and partner on key principles of gender programming,
communication skills and GBV case management.
4.
Liaise with GBV and SRH service
providers and follow up and report on the responsiveness to GBV survivors.
5.
Ensure that quality project
strategies and gender responsive operational plans are developed and
implemented in a participatory manner.
6.
Supervise, mentor, and build the capacity
of the District Project Assistant assigned to the respective District.
Responsibility
#3: Project Monitoring and Evaluation:
(10%)
1. Working
with the MEAL Team, ensure Monitoring and Evaluation systems are in place and
functional, which can be used to demonstrate project impact and provide
management information to assist in timely decision making.
2. Write,
review, and consolidate activity reports.
3. Maintain
a healthy communication, relationship and robust information flow among all key
beneficiaries and stakeholders in the respective groups in the district.
4. Document
stories of change on an individual, group and community level regarding the WAY
program goals.
5. Take
lead in supporting donor and stakeholder visits in the assigned district(s)
with support of the Specialists.
Responsibility # 4: Promote Gender Equity &
Diversity and Safeguarding Practices (5%).

Job
and Person Specification (requirements)
·
Bachelor’s degree in public
health, nursing or clinical/medical field, Sexual Reproductive Health Rights
(SRH&R), Social Sciences, Social Work, or any other related field, or
relevant Post graduate qualification.
·
A valid riding permit and with
ability to ride a motorcycle.
·
Advanced knowledge and at least
three years of proven practical experience technically supporting gender
transformative approaches.
·
At least 3 years of hands-on
professional experience in community development work (including working with
institutions, understanding their culture, breaking taboos in conversations, ability
to discuss sensitive topics such as gender norms, masculinity, and sexuality in
a sensitive but direct way) with experience in implementing gender
transformative programs a must.
·
Experience working with cross
cultural teams, Local Governments with multiple deliverables is desirable.
·
Strong inter-personal
communication and facilitation skills; sound judgment and decision-making
skills.
·
Ability to network, build
relationships and establish collaboration with different partners, agencies
local and international networks.
·
Ability to link with community
activists and social movements
·
Working knowledge of M&E,
report writing and documentation.
