OVERALL, JOB SUMMARY
The position will also from time to time
provide relevant support to other CARE Programs like the Climate Justice and Gender
Justice Program and the Emergency Response Program when necessary and possible.
The
Gender and Advocacy Advisor will report to Senior Initiative Manager – Scaling
up Farmer Field and Business School (SUFFBS) Project. The position is based at
field level (Fort-Portal Sub office).
In addition, the Gender Advisor will also work closely with the Gender and Advocacy
Advisors to promote CARE’s Gender Transformative approach to inform policy and
practice within civil society and in the public sector. This includes influencing changes in attitudes
of staff, partners, groups & institutions including government on the
importance of conducting evidence-based gender transformative advocacy to
achieve CARE’s mission.
The position will
also build capacity of CARE and partners’ staff to design, monitor and implement projects with a gender lens,
specifically focusing on the livelihood, financial inclusion, Natural resources
governance and Emergency and humanitarian interventions. This will also
include building CARE and partner staff capacity to effectively engage in
advocacy work related to Gender Based Violence Prevention and FFBS and to raise
awareness among program impact populations of poor and marginalized youth, women
and girls on their abilities and existing opportunities to claim their rights
and influence change, implementation, and ability to hold the duty bearers to
account. In terms of networking and
engagement with key stakeholders, this position will work closely with various
Gender and Advocacy specialists at CARE International level, the CI Advocacy
Working Group, the Great Lakes Gender Based Violence Advocacy Working Group and
will actively engage as well as represent CARE as needed in various national, regional,
and international fora and events.
Responsibility
1: Provide technical support on advocacy and gender to Scaling Up Farmer Field
and Business Schools (35%)
Key
Tasks
1) Support
project specific gender and advocacy analytical processes, research, and
disaggregated reporting under the SUFFBS project in Southwestern Uganda.
2) Support
the advocacy processes, research in the scaling up FFBS at field and national
level while working with the Scaling Up FFBS Advocacy Senior Technical Lead,
the CO advocacy working group to lead the scale up of the FFBS approach.
3) Lead
the roll out and implementation of Household dialogues at household level.
Guide and support the revision of existing Gender specific thematic training
manuals where applicable, considering other materials and guides based on the
programmatic areas of focus in relation to the key gender specific issues
captured under the various CARE Uganda Programs.
4) Lead
the Women leadership reviews, assessment, and capacity building sessions under Scaling
Up Farmer Field and Business Schools project in Kyenjojo and Kyegegwa
5) Lead
gender equity specific approaches like the Role Model Men, Men Action Groups
under the SUFFBS project
6) Lead
gender specific activities like men in the kitchen campaigns and awareness
sessions, Gender focused drama group sessions
7) Lead
Village Health Teams (VHTs) community-based activities aimed at addressing
gender related issues at household and community level, as well as promoting
nutritional activities that engage both women and men under, SUFFBS project
8) As
may be required, review and provide input in other program implementation
materials and ensure they are engendered to address the specific gender issues
that directly affect target populations
9) Conduct
training and rolling capacity building programs for other FFBS partner staff on
gender mainstreaming, GBV prevention and protection aspects, specifically
psychosocial counselling, and support, and GBV referrals under SUFFBS project.
Responsibility
2: Provide technical leadership on Gender analysis, and mainstreaming of GBV
prevention to FFBS Project (15%)

1) Lead

Responsibility 3: Spearhead the Gender
and advocacy M&E system design, roll out as well as impact monitoring, analysis,
and documentation (15%)
Key Tasks
1) Lead development of FFBS specific gender and
advocacy M&E together with the MEAL, build the capacity of FFBS staff and
build this into the overall programmatic M&E system
2) Lead Program process of conducting gender analyses
and usage of Gender toolkit across all project partners
3) Work
with Program Quality and Learning Unit of the country office and the Program
Specific M&E staff to ensure the impact of the gender and advocacy strategy
is measured and can be reported; including lessons learnt and challenges.
4) Facilitate
periodic reviews among FFBS, partners, and key stakeholders to review progress,
share experience and key learnings as well as address challenges that may
affect rollout of key strategic tasks and agendas.
Key Tasks
1) Working
closely with the Project staff, MEAL Advisors and leading the development of a
gender specific advocacy strategy for the key FFBS. This will contribute to the
national Gender Justice advocacy
strategy for CARE Uganda and that will address gender inequality, including GBV
prevention and protection & broader women and girls empowerment issues
(e.g. access to financial services, key rights, etc.); In doing so, the advisor will ensure the
strategy aligns with key programmatic themes and advocacy frameworks , in CARE
International (e.g. CI program strategy and advocacy priority themes) and the
Great Lakes GBV strategy (UNSCR 1325/1820, Goma Declaration, ICGLR Kampala
Declaration, etc.)
2) Organize,
commission and oversee gender specific research studies as needed to generate evidence-based
data to inform and support the earmarked advocacy platforms for the project.
Responsibility 5: Actively represent FFBS Project and present
Advocacy issues at various relevant fora for effective and impactful
engagements (10%)
1) Directly
represent FFBS in the above-mentioned spaces as needed and support other
colleagues and partners to effectively engage with relevant platforms
2) Ensure
coverage and documentation of high-profile advocacy events engaging key
stakeholders including through partnership with media.

on the assessments, support FFBS staff and partners to develop advocacy
capacity strengthening plans and regularly assess / monitor progress against
plans.
2) Support
FFBS staff and partners to implement their advocacy capacity building plans
through provision of direct technical support i.e. training, coaching and
mentoring.
3) Working
closely with the Program Quality and Learning Unity, leading the
identification, documentation, and dissemination of best practices on
conducting evidence-based gender transformative advocacy, with a focus on GBV
prevention

The Gender Advisor
will work primarily with the Senior
Initiative Manager – Scaling UP FFBS Project and Scaling Up FFBS Global
Advocacy Technical lead, the CO advocacy working to ensure an integrated
Gender focused programming of the targeted initiatives under FFBS and advocacy
support for scale up of FFBS to government as well as private sector
institutions. The position holder shall also collaborate very closely with the
other CO program staff as well as key CARE implementing Partners.
Furthermore,
the Advisor will also work closely from time to time and support the
Communications Advisor on key processes that need media engagement as per CI
communication protocols and policies. Therefore, this requires both sensitivity
and responsiveness to the capacities and cultures of the different
stakeholders.
The Gender and Advocacy Advisor position is a
middle level program technical support position reporting to the Senior Initiative Manager – Scaling Up Farmer
Field and Business School (FFBS) Project. The holder of this position
may not manage a budget but may have supervisory responsibilities when
applicable.
WORK
CONDITIONS
The position is
based in Fort Portal City. A significant amount of time is expected to be spent
in the field operational areas of Kyegegwa and Kyenjojo districts, liaising
with partners, local government, Central Government and other stakeholders
within the area of operations as well as at Country level. It is essential that
the position holder maintains a close effective presence in the field to ensure
field implementation supervision guidance and leadership on field activities.
Qualifications
and experience:

Bachelor’s degree in social works and social
administration, Gender studies, International Development, Political Science,
Public Administration, Social Sciences or in a related field
·
A post-graduate degree holder in fields such
as Gender studies, International Development, Political Science, Public
Administration, Social Sciences, or any other related field is Preferred
·
Minimum of 6 years of experience supporting
Gender mainstreaming in an organization like CARE.
·

Experience and knowledge of gender
