Overall summary of position:

The Enterprise and Markets systems Advisor will oversee outcome area 2; Increased Access to Finance for 20,000 Women Entrepreneurs through Innovative and Gender Transformative Enterprise Growth, Access to Finance and Digital Inclusion Models. The position will oversee development and implementation of Enterprise and Market systems and private sector engagement approaches, leading and facilitating development of business strategies that will enhance acceleration of Women businesses from Micro to small and medium enterprises. The position will also offer strategic oversight of the digitalization components of the project exploring and developing partnerships with private sector actors to provide sustainable business models that equally add up to the input and output marketing services to smallholder farmers and other enterprises including Financial Institutions, off takers, FINTECHS and other digital solutions to benefit Women entrepreneurs. Build capacity of DREAMS partners in Planning, implementation and monitoring and evaluation of enterprise and markets. Take lead in localized partner coordination/learning and reporting to enhance program quality.

Job Responsibility # 1: Technical leadership, guidance, and advice on EMS outcome of DREAMS project (30%)

  • Support formulation of strategies to develop markets in the selected value chains and seek opportunities to work as per the sector strategy.
  • Take lead in identifying and facilitating the development of dynamic and inclusive businesses that are aligned to Uganda NDP goals.
  • Providing technical backstopping for businesses through provision of business development services (BDS) and linkage to Business Development services providers.
  • Continuously source and share market intelligence and assessments to inform programming, and these shall include identification of sectors and value chains that have high potential to benefit the smallholder farmers and other small and micro enterprises.
  • Facilitate access to financial services for Women entrepreneurs
  • Take lead promoting financial services innovations including digitalization of Women enterprises
  • Build capacity and oversee community structures such as CBTS to support emerging Women entrepreneurs.
  • Over see roll out of Digitalization components of the projects to increase financial and market access among Women entrepreneurs and groups.

 

Job Responsibility #2: Partnerships management and capacity building (20%)

  • Establish dialogue and partnerships among local business services providers, lead firms, producer and trade associations and other relevant market actors to facilitate development of business relationships and increase access to critical good and services.
  • Exploring and developing partnerships with private sector actors to provide sustainable business models that equally add up to the input and output marketing services to smallholder farmers and other enterprises.
  • Work closely with Local Government and Private sector to identify Private sector stakeholders to leverage the opportunities, resources, and networks for building a vibrant private sector ecosystem for the benefit of delivering DREAMS Project.    
  • Identify opportunities for engaging with strategic actors in promoting policies and regulatory framework that create an enabling environment for Women entrepreneurs.
  • Promote and support the WEE national Coordination mechanisms to harness synergies from different actors.
  • Create viable linkages between Government programmes such as Parish development model and GROW to ensure transition of Women entrepreneurs from micro to small from small to medium enterprises.
  • Coordinate with other development partners to ensure delivery of gender Transformative Women enterprises
  • Convene regular meetings and support UWEAL Field staff for improving delivery of services at community level.
  • Provide oversight of strategic partnerships with FINTECHS and other digital solutions to benefit Women entrepreneurs.

 

Job Responsibility 3: Program Planning, Monitoring, Quality Assurance and Reporting (20%)

 

§    Work closely with monitoring evaluation learning team in setting baseline indexes of targeted businesses and track progress against set business capacity performance parameters.

§   Support Regional Coordinators to follow up implementation and verification of market development interventions to improve the way markets function and champion integration of rural young women in market systems.

§  To guide regular review and sharing of emerging best practices in Enterprises and markets

§  Submit regular periodic reports and briefs on the progress of Women entrepreneurs

§  Measure impact and review progress with advocacy strategies and plans and ensure ongoing development of these in response to changes in the external environment.

§  Participate and facilitate localized monthly, quarterly, and bi-annual partner coordination/learning and reflection sessions to leverage program learning and enrich intervention strategies across the programme area.

§  Utilize evidence and data from MERL team to guide reflection, learning and adaptation/ youth engagement strategies to attain efficiency and effectiveness within the agricultural market system.

§  Support MGLSD in developing an online Women economic empowerment portal and management information systems for women enterprises.

§  Promote Blended digital roll out of the Enterprise and markets related training of partners and beneficiaries.

Job Responsibility # People management and team leadership of CARE and partner teams (20%)

§  Provide managerial and supervisory support to Enterprise and Market Systems coordinators and Partner staff in line with CARE policy – Goal objective setting and performance reviews.

§  Liaise closely with the Project Manager and other Project staff to ensure work quality oversight and team integration.

§  Participate in refresher and specialized trainings as needed with staff and partners.

§  Build field team capacity in the areas of Enterprise, market systems, business mentorship and coaching.

§  Build capacity of partners in Enterprise and Market systems.

§  Provide mentorship and coaching to DREAMA and Partner staff in EMS.

Job Responsibility #4: Promote Gender Equity and Diversity & Safeguarding Practices (5%)

Job Responsibility 6: Any other duties assigned from time to time (5%)

·       Support country office Strategic engagement with Private sector Partnership functions from time to time.

·       Step in and cover for project Managers from time to time.

·       Take on stretch assignments assigned from time to time.

 

Qualifications and Experience

§  Minimum of master’s degree in Business administration, Agribusiness, Economics, Agricultural Economics, Enterprise Development, or other related fields.

§  At least 7 years of working experience in NGO, private sector, or Government, at technical level across development programmes focusing on any of the following fields: enterprise development, market system Development, private sector engagement, value chain development, value addition, SMEs Facilitation, pro-poor financial services, business management or agri-business with strong private sector linkages.

§  Experience and knowledge in the design and implementation of both on-farm and off-farm enterprise development projects for individuals and groups.

§  Experience with a wide range of stakeholder and partner engagement with national/regional companies; international agencies; community-based organizations; agribusinesses

§  Skills in training/facilitation of development processes including organization and mobilization of communities, enterprise development and networking among different development partners.

§  Strong skills in speaking and writing English with solid computer skills in Microsoft Word, Excel, power point and email.

§  Strong analytic and quantitative skills; ability to determine trends and propose solutions

§  Strong skills in report writing and developing abstracts to inform learning.

§  Strong Digital skills for business.
