JOB SUMMARY
The Procurement Officer
is accountable for the timely and efficient procurement of goods and services
in accordance with CARE policies and procedures, donor, and government
regulations. She/he will ensure that goods and services procured meet
programmatic/operational needs, are of good quality and attain value for money.
SPECIFIC
RESPONSIBILITIES
1. Ensure that all procurement activities
are carried out in line with CARE policies and procedures, donor, and government regulations (80%).
2.
Promote Gender Equality
and Diversity & Safeguarding Practices (5%)
As a CARE ambassador, the Procurement officer is
required to ensure gender equity and diversity (GED) within the team and
nurture CARE’s core values and code of conduct. This will require Procurement officer
to support the recruitment of procurement staff and service providers who will
be engaged in CARE work. Practice behavior that
is consistent with CARE’s core values, and promotion of gender equity and
diversity goals. Play a leadership role in identifying and implementing
initiatives that enhance CARE’s commitment to gender and diversity. Ensure
that CARE Safeguarding policies and procedures are adhered to by supervisees
and service providers. Ensure
that staff and service providers are familiar with key organizational policies
and procedures and can identify when needed how these may have been breached;
The CI Safeguarding policy, Protection from Sexual Harassment; Exploitation and
Abuse and Child Abuse, The anti-discrimination and harassment policy; and the
code of conduct and the organizations Values.
3. Any
other duties assigned from time to time (5%)
Step
in and cover for supervisor as required.
EDUCATION, EXPERIENCE, SKILLS,
AND KNOWLEDGE
QUALIFICATIONS
Education
§ Bachelor’s Degree in
relevant field (Business Administration, Procurement/ purchasing, Logistics) or
equivalent.
§ Relevant professional
qualification in Procurement and or Supply Chain Management (CIPS qualification
or equivalent is preferred)
Experience
·
Minimum of 2-5 years of progressive responsibility in procurement
2 of which with an international development organization in a similar role dealing with both local and international
procurement.

procurement principles, practices, and procedures including donor regulations
and statutory laws.
§ Excellent negotiation

procurement software and other relevant tools.

spoken English.
